App does not run on the computer, only iphone/ipad

What a pain... Im not an Apple fan, but I installed iTunes on my PC to look at this app. Turns out that it does not run on the PC, it has to be transferred to iphone/ipad to be used (as I found out later in the help file).

Does anybody know how to use apps on a PC? Any help would be greatly appreciated! Why do they push the iTunes software, if it does not even allow to run the apps???
